The film is set in the fictitious district of Tejpur in Bihar, where crime and corruption are rampant. The local police are controlled by the dons Sadhu Yadav (Mohan Joshi) and his son Sunder Yadav (Yashpal Sharma), who have links with the ruling party. The police are either corrupt or helpless, and often resort to brutal methods to deal with the criminals.


Amit Kumar (Ajay Devgn) is an honest and upright IPS officer who is transferred to Tejpur as the new Superintendent of Police. He is shocked to see the state of affairs in the district, and decides to reform the police force and bring law and order. He faces resistance from his subordinates, especially Inspector Bachcha Yadav (Mukesh Tiwari), who is loyal to Sadhu. Amit also faces pressure from his wife Anuradha (Gracy Singh), who wants him to take a safer posting.


Amit tries to crack down on the criminal activities of Sadhu and Sunder, who are involved in kidnapping, extortion, murder and rape. He arrests some of their henchmen and tries to gather evidence against them.
